How?

I genuinely don’t understand how this is supposed to be amusing.

Especially since, looking at a list of eternal flames , most of the ones in Russia look like they are monuments to soldiers and civilians who died during World War Two.

They’re not disrespecting the Russian government by doing this. They are disrespecting the people who have died and served whom the monument was made for.
