Me and the missus have been trying to figure out the Russian rationale for those members left off and we cannot find a common denominator. Has anyone else looked at the list and figured out why some were left off?

I think Russia's just making it up as it goes along, kinda like their military campaign

I’d look at their committee assignments. Just scanning this list it looks like they have seats on various economic committees.
