Indeed, the Russian Ruble is showing resilience in the beginning of this new phase in a war that started in Feb of 2014 and considering the value of the ruble to the US dollar has been declining for 4 yrs.

so we ban them from paying debts in dollars, and then demand they pay their debts in dollars?

This is going to hurt the west more than it hurts russia. They'll just use the money on themselves. We'll never recieve the money because we won't let them pay.
