Snowden didn't do so much as attempt to act as a whistleblower. If he had wished to do as you claimed, he could have simply publicly stated the expanse and nature of the metadata collection, rather than dumping every document (many of them entirely irrelevant to domestic surveillance) he could get his hands on into the lap of foreign actors and the general public.Obama ran in 2008 on increased whistleblower protections (amongst other things). He has in fact prosecuted more then any of his predecessors. While this story is problematic, had Snowden had Obama assurances, he could have revealed the wrong doing by the NSA domestically, served that useful purpose, and he and the material he was holding would have been able to remain here.
