Well, people get called in the middle of the night all the time and that tends to happen a lot when you're dealing with international calls. As far as speaking to a money launderer, I think you may be reading things into the report that aren't there. The report does mention a certaon "Robert" who was a lawyer for someone accused of laundering money to get around sanctions on Iran but it does not say that "Robert" is the money launderer nor does it explicitly state that's even the "Robert" Giuliani is trying to contact.
