Before Pearl Harbor there were threats of Japanese intentions but nothing specific to act on. Cutting off their oil from the Netherlands might have been enough, but again it wasn't an overt act or tangible threat.
What really should have spurred Roosevelt to act, or at least put all our armed forces on red alert, especially our most vulnerable port, Pearl Harbor, was when a German sub sank one of our destroyers off Iceland on 10-31-41, a little more than a month before Pearl Harbor.
