Why is it so polluted anyway, with the Environmental Tribe on duty?

We swam in the Illinois and Mississippi rivers as kids. Back then you weren't supposed to eat fish from those waterways. Blue catfish were pretty much history because of the lack of water quality. Those rivers are much cleaner now. The fish are sold commercially. I take my grandkids swimming and tubing on both of them. Blue cats have made a comeback.
