That's true. Truman wanted to try Prescott for treason. On this Russian base in the Arctic and the reason for it is that Global Warming is melting the Arctic ice. Many shipping groups are eyeballing and using these routes to save thousands of miles. Ice is still the hazard, ergo, icebreakers can turn a nifty profit assisting vessels in getting through. Port services are another asset. I suspect Russia will turn a profit from re-opening the base, although I do recall it being a big submarine base. Putin demonstrated, when he snatched the Russian Petro from the claws of Exxon/Mobil and JPMorganChase and made Russia the largest oil exporter in the world and putting the Russian budget in surplus, that he understood capitalism and corporatism. That is what really causes most of the bad press in the USA because he outsmarted and outmaneuvered top USA corporations. Screwed up their plans to have a Euro energy monopoly. I expect Canada to develop an Artic port and have an argument with the USA over territorial rights. Bah, humbug, ain't that Global Warming just a leftie myth? When big money invests in Artic development, it ain't a myth.

Maybe you can explain what is so "breaking" in the notion that Russia tries to establish a more robust presence in the Arctic waters - especially in the context of global warming melting the ice, which in the past made it more difficult to sail there?

Dude, every reasonable country tries to invest in its future, and protect its own interests, especially when new opportunities arise due to external factors such as climate change...there was/is nothing special or "breaking" about it.

Here is a bold suggestion, maybe instead of posting bs, you'd do some more research regarding Russia's spheres of influence (especially about what Russia itself always perceived as its national sphere of interest), economic, military capabilities, current state of affairs in Russia, etc...?!
