Actually, a 2014 report that was linked earlier this week. I downloaded the PDF on the 10th. It is titled
Why the Ukraine Crisis Is the West’s Fault
Here are two links I found searching, but they do not offer the full paper/PDF:
Why the Ukraine Crisis Is the West’s Fault
The liberal delusions that provoked Putin.www.foreignaffairs.com
Empathy, decency, sense of fair play, integrity, critical thinking skills, common sense, even the sense of self-preservation.....all these have been groomed out of their voters by Republican politicians and propagandists.I just assume the lives of our russia trolls are void, such that defending putin--or perhaps being one of the last remaining birthers or climate-change deniers--is the only remaining way they can get anyone to recognize their empty existence.
Then I speculate that the suicide rate of their cohort must be remarkably high, but not even that observation generates any empathy for them or their cries for help.
Where is the Putin saving the Ukrainian's bs?
Agrees to a cease fire as long as Ukraine gives him every single thing that he wants.
Funny how quick peace came when Trump withdrew military funding and aid from Ukraine.
Democrats are about to blow up, this will not make them happy.
The left are so pathetic
Another possibility is that they love murderous authoritarians and missile strikes on children's hospitals.I just assume the lives of our russia trolls are void, such that defending putin--or perhaps being one of the last remaining birthers or climate-change deniers--is the only remaining way they can get anyone to recognize their empty existence.

Comes to wanking to RT. You get a new set of speech quirks, hairy palms, and bad vision. You'll notice a heavy increase in the use of the words "provocation" and "escalation," words used much more frequently in the russian language, imo, than in English, especially when the topic is international affairs.
Our trolls are so sympathetic to russia's position that they have even adopted russian speaking quirks.
Another possibility is that they love murderous authoritarians and missile strikes on children's hospitals.
Because they do, you know.
paywalled ^ you got anything else on sanctions and Russian extractions? Not really. Russia used western engineers and western parts in their refineries. They never caught up with the west after the USSR fell. They took the easy way out and just farmed it out. Russia is very insecure about their technical prowess and for good reason.

If you work for Trump, be prepared for continual humiliation with your boss' blessing.Putin kept the American envoy waiting outside his office for eight hours beyond the meeting time, before delivering his "agreement" alongside a shopping list of impossible preconditions. He's taking the piss.
So why didn’t Russia’s missiles do that to the Kharkiv tank plant? Do they have “feckless missiles”?
How exactly does one take an oil refinery offline indefinitely short of a nuke?
Putin's.. demands really..
1. No NATO / No NATO peace keepers . no NATO on Russian border (doable)
2. DeNazification and demilitarization of Ukr (not doable on both)
3. Use of a ceasefire by Ukr to improve it's logistics / personnel / supplies ( see link below)
Putin said “Russian troops are advancing in almost all areas of the front… So how will these 30 days be used? For forced mobilisation to continue in Ukraine, for weapons to be delivered there, for the newly-mobilised units to be trained? … How can we and how will we be guaranteed that nothing like that will happen? How will control be organised?”What are Putin’s conditions for a ceasefire in Ukraine?
As Zelenskyy accused Putin of preparing to reject the ceasefire, Trump deemed Putin’s words ‘promising but incomplete’.www.aljazeera.com
Yuri Ushakov, Putin’s foreign policy adviser, also said on Thursday that the 30-day pause in fighting would only help Ukrainian troops regroup, deeming the ceasefire a “temporary respite” for the Ukrainian army.
In recent months, Ukraine has suffered manpower shortages. In January, Ukrainian troops retreated from Kurakhove, a town in Ukraine’s Donetsk region, when Russian troops claimed control...
* Kursk surrounded Ukr troops were mentioned today they get POW treatment if they surrender*
4. Putin also questioned how the ceasefire would be monitored and who would ensure that both parties are following the agreement.
How is number 1 doable when NATO already has nations on Russia’s border?
I'm starting to wonder schadenfreude might well play a part in MAGA's seeming indifference to putin's attacks on children.Another possibility is that they love murderous authoritarians and missile strikes on children's hospitals.

Oh, yeah, that's pretty clear. As usual, the mistake the west makes is listening to what putin says.
His country is weak. The west simply needs to ignore him completely and dictate what will happen, and then follow through completely.
Throughout, it will be putin's job to issue daily nuclear threats. The west, of course, should ignore these threats as well.
Unfortunately, Trump is also weak, so weak that he wants to make a deal with a putin who has never honored any past agreement, in the hopes that putin will like him personally.
This show putin's contempt for the United States of America.Putin kept the American envoy waiting outside his office for eight hours beyond the meeting time, before delivering his "agreement" alongside a shopping list of impossible preconditions. He's taking the piss.
It's the same as that cancer-ridden kid that got stopped at the border while heading for treatment.I'm starting to wonder schadenfreude might well play a part in MAGA's seeming indifference to putin's attacks on children.
Or maybe it's outright blood lust.
...There was only one company that knew how to repair the gasoline-producing unit at the NORSI refinery, located on the Volga River, some 430 km (270 miles) east of Moscow. The problem was that the company is American, according to five sources familiar with the incident. Not really. Russia used western engineers and western parts in their refineries. They never caught up with the west after the USSR fell. They took the easy way out and just farmed it out. Russia is very insecure about their technical prowess and for good reason.

You hit the valve tree at the bottom of the cracking tower. The fire goes everywhere, and those valves are not cheap. How exactly does one take an oil refinery offline indefinitely short of a nuke?
Gonna be interesting, because the volunteers Putin also says won't be spared were in fact inducted into the Ukrainian army, and are therefore covered by the Hague and Geneva treaties."* Kursk surrounded Ukr troops were mentioned today they get POW treatment if they surrender*"
But if Ukrainian troops are captured, putin will have them executed as terrorists....right?
You hit the valve tree at the bottom of the cracking tower. The fire goes everywhere, and those valves are not cheap.
And Russians being Russians, the critical spares were sold to other nations by corrupt oligarchs.
