Just to drop an anecdote, last time I renewed by passport the guy that interviewed me was Puerto Rican. I had been stationed there when I was in the service and commented how much I enjoyed being there. His comment was that, while it was a great place, it was so corrupt that he would never go back.

In the 90s, when I was stationed there, I had the opportunity to work with a certain division of the Puerto Rican police. They spent most of their time dealing with issues in public housing projects in Rio Piedras, rooting out Dominican criminals that had come there and chasing down people that were cutting gold to sell to tourists. They also busted a local police chief that was found to have so much cash stashed in barrels in his back yard that we weighed it instead of counted it. It's a beautiful island in most places but, at least at that time, the corruption was everywhere. Would I ever call it an island of garbage? Heck no, but every joke has an element of truth to it.
