It's often less costly to plead to a lesser charge than to go through a trial and be found innocent. I think the courts should have to pay restitution on all findings of innocence to curtail the practice, though I don't think it would end completely.

But in this case those arrested weren't being subject to some lesson from "the ride". In the cases of US citizens they need to provide proof of citizenship.

There are armored personnel carriers and other armored vehicles to transport troops to an engagement. Tanks are not the only armor the US and advanced military forces have. "Armor" is a broad term for military vehicles that is not exclusively applied to tanks only. There were no tanks in the park or are in LA at this time.
