Trump is not empowered to authorize it. GoFundMe.com is the only entity with the power to "authorize" a campaign. The most Trump could do is ask for their permission by submitting a request.

I notice that the donation campaign's language targets the victims and families at the event. Since Trump was a victim, per the campaign description he qualifies as a recipient. This is an unusual donation campaign since it doesn't explicitly list the names of who will receive the funds.
