That part I underlined is an essential part in what makes something a act of terrorism.A violent crime without that part is not terrorism.The crime in the OP story does not have underlined part.
 
I have a slight semantic disagreement here. Bio terrorism refers to the method, eco terrorism refers to the group much like islamic terrorism, international/domestic terrorism refers to the origin. Though the descriptors do not change the criminal charge which is based upon the intent and motive of the crime.
