Why do some photos return the message that the file is too large to be uploaded?

This has happened when loading content from my photo files or random screen grabs.

There seems to be no rhyme or reason.

Some images, like hi res pictures from a modern phone or digital camera, can be 5-10MB on average. I don't know what the hard limit size is on a single picture, but I always resize my pictures by 60-70 percent and they still look good, but are less than 1mb. Usually no larger than 1200x1200 pixels.
