I'm sure a big part of the climate change comes from bureaucracy. In Old Yeller times, dog ownership came with certain final responsibilities. Now, the price of a bullet has been replaced by doggie chemotherapy that costs tens of thousands of dollars. And as you point out, not even Kristi Noem is supposed to do the deed herself - she's supposed to call in a dog-euthanizing priest with the right cassock and incantations to square it with God. All that costs money ... and carbon dioxide.
