I am looking at it from a historical perspective.

From 1620 - 1860 things were great for white people.
Native Americans? ****ed.
Black people? ****ed.

Life is actually really ****ing good... probably the best that it has ever been for normal average people in the history of the world.

Courts are somewhat influenced by public opinion, which is influenced by hard work and publicizing. I mentioned courts because the most significant improvement for LGBTQ was same-sex marriage, via the courts.

Legislatures are more obviously influenced by public opinion, publicizing and lobbying. If the minorities don't have lobbyists then why not? It's not necessarily corrupt: they can get in the door just by credibly representing enough voters.
