I think even non-citizens can join the United States military provided they are in the country legally. However, they are prohibited from holding certain leadership positions. I'm not sure what the advantages are to having a separate "legion" for foreign nationals.
To avoid American casualties. Not saying I agree but that's the purpose of the FFL, to have foreigners die in risky military operations instead of French citizens.

Yes, that's true. My understanding is that, after 5 year in the FFL someone can get a French passport, but I don't know if that's the same thing as making them citizens.Doesn't the FFL take convicted criminals and other trouble makers? Don't need them representing the United States thanks.
