The citizens of NY have been defrauded. Trump has lied to advance his businesses. Rather than spending all your useful time defending the fraud, you might try listening to experts on the matter. He borrowed from banks and lending institutions who are experts in assessing real estate value and if they disagree with the value declared they can order an appraisal to verify. Not a single one of the lenders, did so. Not any complained or questioned any of the loans and all were repaid and some repaid early. Its a document's case and NY State already has the documents which is why the Judge already gave Summary Judgement for the Plaintiff (Tish James) for the main claim in the case. Trump ruled liable. What remains for that part of the case is the penalty for the liability. The rest of the case as to the claims (charges) are 6 more in total. Tish James is asking $250M. It has been offered that she could end up getting closer to $750M if Trump losses on all claims.
This keeps being brought up despite the what the law actually states, which means the state can bring these charges regardless of whether those affected make claims or not. The case was brought by the AG and there is no single victim who has lodged a complaint. Nobody was defrauded, nobody lost any money, no loan failed to be repaid, no bank complained. In fact if the AG handed filed the case it would not exist.

My thought has always been it's worth whatever you say it is and whatever someone will agree to pay for it. If I say my house is worth $1 million and somebody pays that to get it, because I will not sale if for less, then it's worth that. Right?
