This seems completely unenforceable. And I don't get the rationale. So it would be illegal to abort a fetus that has Down's syndrome but it would be legal to abort a fetus that is otherwise healthy? I don't get the logic to that at all.

I don't disagree with what you've said, but just out of curiosity I would like to know what better uses you had in mind.
if someone has the means to successfully raise such a child, fine. If the parents do not, why should society be saddled with the millions of HC costs such a child is going to impose on the tax payers when that money could be used for far better uses
treating soldiers injured in battle would be a better use of our medical resources.

I don't consider a lump of cells to be a "fellow human being". Now I oppose "partial birth abortion" except in the most extreme cases such as the mother will die. However, that possibility is about as rare as being gored to death by a White Rhino

I am Pro Abortion as the women’s decision to make up to a point.
I agree with the prohibition on late term abortions, approx at the 22 week mark as the child is viable.
Only exception would be if the mother’s life was at risk, and that would be hers to make, and hers to live or die with.
In 76 my girlfriend became pregnant. I offered the usual things a man does, but it was hers to make.
My daughter or son would be turning 39 late this year. It seems to be a constant on my mind.
