Citing “national security interests,” President Obama effectively sidestepped Congress by signing an executive order which enables him to send $500 million to fund Muslim terrorists in the West Bank.
The executive order, addressed to Secretary of State John Kerry, was quietly signed Friday afternoon, as the media’s full attention was focused upon a royal birth.
In the order, President Obama writes, “I hereby certify that it is important to the national security interests of the United States to waive the provisions of section 7040(a) of the Act as carried forward by the CR, in order to provide funds appropriated to carry out chapter 4 of part II of the Foreign Assistance Act, as amended, to the Palestinian Authority.”
The move comes on the heels of a 2012 executive order in which Obama waived a congressional ban on funding the Palestinian Authority and sent the Hamas terror led organization $147 million American taxpayer dollars.

The next time PLO lobs those rockets into Israel try to figure out how much of your tax dollars went into those rockets. Obviously Obama has done away with the Legislative branch of government and we are now being governed under a Totalitarian State. Whatever happened to the U.S. Constitution and the three branches of government?

Funds to the Palestinian Authority
Pursuant to the authority vested in me as
President by the Constitution and laws of the
United States, including section 552(b) of the
Foreign Operations, Export Financing, and
Related Programs Appropriations Act, 2004
(Div. D, Public Law 108–199) (the ‘‘Act’’),
as carried forward under Public Law 108–
309, as amended, I hereby certify that it is
important to the national security interests
of the United States to waive the provisions
of section 552(a) of the Act, as carried for-
ward, in order to provide funds appropriated
to carry out chapter 4 of part II of the For-
eign Assistance Act of 1961 to the Ministry
of Finance of the Palestinian Authority for
budget support.
You are authorized and directed to trans-
mit this determination to the Congress, ac-
companied by a report in accordance with
section 552(d) of the Act, and to publish the
determination in the
Federal Register.

I read the whole thing.. What's your point?
Here's the entire section of the law. Read it in its entirety. It gives the President the ability to waive the restriction, but only under certain circumstances, and with specific restrictions and requirements. Is there evidence that the President met those restrictions and requirements? Based on what I've heard on the news today, the answer is no. It appears, and I do only say appears, that the President overstepped his authority, yet again, by sidestepping the Congress.
LIMITATION ON ASSISTANCE FOR THE PALESTINIAN AUTHORITY
SEC. 7040. (a) PROHIBITION OF FUNDS.—None of the funds
appropriated by this Act to carry out the provisions of chapter
4 of part II of the Foreign Assistance Act of 1961 may be obligated
or expended with respect to providing funds to the Palestinian
Authority.
(b) WAIVER.—The prohibition included in subsection (a) shall
not apply if the President certifies in writing to the Speaker of
the House of Representatives, the President pro tempore of the
Senate, and the Committees on Appropriations that waiving such
prohibition is important to the national security interests of the
United States.
(c) PERIOD OF APPLICATION OF WAIVER.—Any waiver pursuant
to subsection (b) shall be effective for no more than a period of
6 months at a time and shall not apply beyond 12 months after
the enactment of this Act.
(d) REPORT.—Whenever the waiver authority pursuant to subsection
(b) is exercised, the President shall submit a report to
the Committees on Appropriations detailing the justification for
the waiver, the purposes for which the funds will be spent, and
the accounting procedures in place to ensure that the funds are
properly disbursed: Provided, That the report shall also detail the
steps the Palestinian Authority has taken to arrest terrorists, confiscate
weapons and dismantle the terrorist infrastructure.
(e) CERTIFICATION.—If the President exercises the waiver
authority under subsection (b), the Secretary of State must certify
and report to the Committees on Appropriations prior to the obligation
of funds that the Palestinian Authority has established a
single treasury account for all Palestinian Authority financing and
all financing mechanisms flow through this account, no parallel
financing mechanisms exist outside of the Palestinian Authority
treasury account, and there is a single comprehensive civil service
roster and payroll.
(f) PROHIBITION TO HAMAS AND THE PALESTINE LIBERATION
ORGANIZATION.
(1) None of the funds appropriated in titles III through
VI of this Act may be obligated for salaries of personnel of
the Palestinian Authority located in Gaza or may be obligated
or expended for assistance to Hamas or any entity effectively
controlled by Hamas or any power-sharing government of which
Hamas is a member.
(2) Notwithstanding the limitation of subsection (1), assistance
may be provided to a power-sharing government only
if the President certifies and reports to the Committees on
Appropriations that such government, including all of its ministers
or such equivalent, has publicly accepted and is complying
with the principles contained in section 620K(b)(1)(A) and (B)
of the Foreign Assistance Act of 1961, as amended.
(3) The President may exercise the authority in section
620K(e) of the Foreign Assistance Act as added by the Palestinian
Anti-Terrorism Act of 2006 (Public Law 109–446) with
respect to this subsection.
(4) Whenever the certification pursuant to paragraph (2)
is exercised, the Secretary of State shall submit a report to
the Committees on Appropriations within 120 days of the certification
and every quarter thereafter on whether such government,
including all of its ministers or such equivalent are
continuing to comply with the principles contained in section
620K(b)(l)(A) and (B) of the Foreign Assistance Act of 1961,
as amended: Provided, That the report shall also detail the
amount, purposes and delivery mechanisms for any assistance
provided pursuant to the abovementioned certification and a
full accounting of any direct support of such government.
(5) None of the funds appropriated under titles III through
VI of this Act may be obligated for assistance for the Palestine
Liberation Organization.
These funds would most likely be intended as a good token in the restart of Middle East peace talks. It was coded as foreign aid. Claiming that it went directly to terrorists is a bit of a stretch and shows a lack of deep understanding of the PLO & Hamas and the overall geopolitics of the Palestinian-Israeli dilemma.
The PLO is, as of 1991 at The Madrid Conference, no longer considered a terrorist organization by the US & Israel and is accordingly recognized as the only legitimate representatives of the Palestinian peoples. It holds observer status as the UN.
So basically Congress has authorized the funds and the President, if he follows the rules set forth above is allowed to waive pretty much any above restrictions if national security is cited and appropriate notice is given to Congress,Senate,etc. It would seem they have 120 days to comply with the reporting requirements (if taken correctly) so they (administration) haven't sidestepped Congress yet. Let's see if compliance is forthcoming or we're living in a totalitarian regime as the OP stated.
Pretty much. The article quoted by the OP was a bit premature in its condemnation, although it may prove prophetic. However, based on what I have read and heard about this, the only notice given was to the Secretary of State, and Congress has not been notified of given the reasons and justification required by the law. Also, the part of the law that prohibits funds to Hamas, does not have the same latitude for the President that the PLO section has.
All that said, it was a "sneaky" move. Lame duck Presidents get pretty bold in their last term in office. The Obama Administration has begun this display of boldness early. If this was the only instance, I would blow it off as a jab from the White House to the chin of Congress and laugh about it. However, there is a trend here that is more than slightly disturbing. The trend is not just from the Obama Administration, but a cumulative trend going back to Roosevelt, enhanced by Reagan and every President since has taken it up a notch each year. We have three branches of government for a reason, and the Legislative is supposed to be the most powerful with the Administration the weakest by design.

It is a continuing resolution that has been ongoing for long before Obama took office. This is the second time this year it has been done. It is publicly displayed on the White House website. Calling it "sneaky" is absurd. Calling it "bold" is absurd.
The CR is a stop gap measure to fund the government while awaiting the full budget to pass the Congress. It hasn't been years and it sure hasn't predated Obama.

Dude... Different CR. There have been many, between every budget. It's how the government runs. They can't stop paying the bills just because the clowns in Congress can't agree to vote on a budget on time.
