NJ contributes the highest per capita of any state in federal income taxes. (SALT tax caps contributed to that) and receives the least federal money back in comparison.

You're kidding right? You really do not understand immigration processes in your own country? How do you know what's right or wrong then? Educate yourself. When a person expresses fear to be returned its a very long process. First they are detained and an initial interview occurs at the border by a CBP agent or agents. If they pass that screening then they are processed and detained for at least 3 weeks while a credible fear assessment and hearing takes place, either with an asylum agent or an Immigration Judge. If they are approved for credible fear an NTA is processed and given to the petitioner, a bond is given (up to 30,000 dollars) and they can be electronically monitored or may have meetings with an asylum agent at their residence or an office...sometimes both...the NTA orders them to appear for a master hearing(usually this is delayed and they appear at a later date(due to backlogs) its at the master hearing they are required to submit proof, evidence, etc that qualifies them for asylum and if they don't provide sufficient proof or the bar isn't met then they are denied asylum. They can appeal to an immigration court of appeals and then the case is heard there. It's not an easy process and not even credible fear is easy, because you have to prove its likely your asylum petition will be approved.

The federal government gives border states billions of dollars for border security. Maybe some of that needs to be rerouted to the cities where those border states are sending migrants.

Unfortunately, until after a set amt of days (1 year) asylum seekers do not qualify for an Employment Authorization Document. Of course, if Congress saw fit, they could change that.
They couldn't hire them - they aren't legally allowed to be employees as they have zero status (legal or illegal).
I heard that they can be granted temporary work permits awaiting their hearings. The mayor of NY was requesting that.....maybe from Congress?
It does look like they can get a temporary status 150-180 days after filing their application for asylum.

In his latest move to handle illegal immigrants transported from the nation’s southern border, New York City Mayor Eric Adams said he will open new “humanitarian emergency centers” to make sure the new arrivals meet their needs.

Adams was referring to the Governors of Texas and Arizona, who have spent millions of dollars sending busloads of migrants apprehended at the border to Washington D.C., as well as self-proclaimed “sanctuary cities” of New York and Chicago.
According to Texas Gov. Greg Abbott’s office, more than 10,000 illegal immigrants have so far voluntarily accepted the one-way bus tickets to Democrat-run “sanctuary cities.” As of Sept. 16, Texas has sent an estimated 2,500 illegal immigrants to give the Big Apple a taste of what Texas border towns are having to deal with.
With the opening of new “humanitarian emergency response and relief centers,” the buses will either arrive directly at those facilities or be directed there from Manhattan’s Port Authority bus terminal, according to Adams’s plan. “Once arriving, all asylum seekers who want them will be provided with settlement options, as well as immediate health, safety, and legal information. Asylum seekers who do not or cannot find immediate housing will stay at humanitarian relief centers for approximately 24 to 96 hours.”

That's a portion of the fraud...he couldn't promise work. ICE and asylum agents tell you as long as you don't use fake documents they will turn a blind eye. You can legally do contract work, garage selling, etc to earn money. You just cannot use a ssn because you only have an I94. They are legal, not illegal...but it's similar to student statuses, etc...they don't qualify for an EAD until a set amt of days passes
Also, the clock can restart if you and not the court requests a delay.
