Are you saying then that an individual gets to decide which laws to comply with?
Does not matter if the law is rarely enforced. If someone is jaywalking that person is violating the law.
If the law is outdated, have it removed from the books. Till then the law is the law.
In your example how would the citizen know they can jaywalk because it is rarely enforced. If caught they claim they are being picked on.
Jaywalkers are usually issued a ticket, not arrested. The person is arrested if there is other things going on with that person.
OR, the cop might be bullying teh person in question.
That is my point. Would you like to seriously address it, or pretend some more that such abuse of power never happens?
