I need an easy app to annotate my schedule. Basically, I want to be able to tell Siri to note specific events during the day and have them listed in a format that can be used for billing. In some respects this would be like an attorney annotating every step (s)he's taking during a case but there will be multiple events all day long.

I have my girlfriend do that for me now - she is the perfect app.

The bolded and underlined part will be your biggest problemApple no like to allow Siri to integrate into too many apps they dont approve off. Only really option that I know off, is to use Apples own calendar app, but that will work with Siri.
Now if you use Google calendar, then you can do a lot of what you want, if you install Google Now or whatever it is called now days on Apple... Google Assistant on Android. In general.. if you want to talk to your phone and set up dates and such.. get a Google Pixel, where it is all integrated. Other Android phones can also use the Google assistant, but you need to set it up.. pretty easy to do though.
I'll give it a shot. I tried the calendar app to start with but it won't put events in the past through a verbal command. My problem is the level of detail I need. Just for an example, my log for this client just for today has:
-pay bills - w/ details
-bank visit - w/ details on matters handled
-phone call received w/ details
-phone call made w/ details
-email w/ details
-phone call received w/ details
-phone call received w/ details
-pay bills (again) w/ details
-phone call received w/ details
-phone call received w/ details
-Facility visit w/ details
and that's just the first 4 hours of my working day. I'm trying to do as much of this on the fly as I can and a lot of it needs to be detailed after the fact.

Is that app a one-time purchase or is it a subscription service?
I would just look up best small-business mobile CRMs they will do exactly what you need.
You couldn't just have Siri take notes for you in a diary in a note taking app? I do that with my diary but I just need to remind myself of what I did during the day and not necessarily for billing purposes
For calendar functions I use Fantastical on my iphone which integrates with Google calendar. At home we have Alexa and she can write to Google calendar, whose entries automatically get displayed in Fantastical. Obviously that doesn't work if you don't have an Alexa nearby.
Fantastical also has a voice interface that works pretty well but it requires several taps to get to and isn't the one button affair that Siri is.
