You're trying to make a point based upon absolutist terms, when what's being done is minimizing risk. Not 'ensuring risk free', but rather 'minimizing risk'. Yes, and that is why EVERYONE else is supposed to be vaccinated or masked...because there will always be people in a society that cannot be vaccinated or may bring it home to infants, elderly, susceptible, etc.Exactly.
But there has to be reasonable accommodation for those whom vaccination is medically contraindicated. It seems the policy handles that, by letting them wear a mask.
