My house is being attacked by a ****hawk

Buy yourself a bb gun, if those are still legal in Philly. Wait until the next time you see it and shoot it. It should get the point after a while.
 
The only way to get rid of a hawk without killing it is to get rid of it's food source.

My neighbor said that if it's a Cooper's Hawk and it's nesting I'm not allowed to move it. That hawk is seriously ****ting like six feet of **** up and down my house.

Kill it, dude. Look up its preferred food, go buy the food, poison it and leave the **** out where the hawk can find it.

There must be some way to just move it.

There are pest companies that specialize in birds. They won't kill the bird they'll just come out and see why it's chosen that spot as a nesting site and fix it so it no longer works as a nesting site. If it's a protected bird that has young or eggs in the nest they won't mess with it.
 
Don't hawks move around quite a bit? Probably it'll be gone in a few months anyway, even if you do nothing.

That was my old apartment. I'm back home now until I find a new apartment. So, to be more accurate, my parents house is being attacked by a ****hawk.

Yeah, they do stuff like put up screens, slippery surfaces, round impossible to nest on bubbles, and sometimes electric wire to discourage nesting.
 
This is probably a silly question, since you live in an urban area, but out here we have several wildlife rescue numbers we can call for info about wild animals that have become pests. Sometimes they will even come and trap them.

Just a thought.
 
Yeah, there's the city animal service. I'd call them but I'm worried that the hawk is protected or something and then they'll know I have it and never EVER let me get rid of it.
