Right... who decided the 80,000 new IRS agents?
#1 The Head of the IRS would have submitted the request to the Secretrary of the US Treasury who would have submitted the request, Congress then authorizied the funds.
#2 BTW it's not "80,000 new IRS agents", most of the improved funding was going to non "agent" positions to improve IT and customer service call centers so that the IRS coiuld be more responsive to the American people. (Well **** that, you know the whole responsive thing.)
