Yes, the monster seems to be desperate.

He is reportedly recruiting foreign soldiers (from Syria, etc.) to fight in Ukraine.

Many Russian boys do not have the stomach to massacre Ukrainians.
The monster does not want Russian parents blaming him for dead Russian conscripts.
