Well that looks like surface corrosion which is not a real problem. But as for ladders, those looking to scale it already have a better solution, ladders built from rebar. They can build them themselves. They can bend them appropriate to the particular height they need to scale, climb up one side, down the other, slip the ladder off the top of the wall and then carry off the ladder for future use.

I'd say they put gates ever so many miles so that if there is damage on the other side they don't have to drive 30 miles up and 30 miles back to do a repair.

You are aware of the situation at the border but you don't know the cartels use that area to get the drugs and other contraband into the country.
