It's an event sponsored by the Military, it's located on a Military base, and Nugent would've probably received compensation for his performance. The concert-goers opinion doesn't circumvent the chain of authority.This concert isn't funded by the military. It's being funded by ticket sales to attendees.

And Ludacris has performed at U.S. Army bases even after the 2008 release of his pro-Obama song “Politics As Usual,” which calls Hillary Clinton, who was running against Obama at the time, a “bitch” who is “irrelevant.” The ultra-partisan song also called President George W. Bush “mentally handicapped” and says that Sen. John McCain "don't belong in any chair unless he’s paralyzed.”

Usually a promoter is on the hook for the money. That's how the industry works, the promoter fronts the money, then recoups his expenses from ticket sales. If ticket sales aren't high, the promoter loses money on the night, not the performer. It would be extremely unusual for anybody to wait for ticket sales. I doubt Ted would perform if his money wasn't guaranteed. Is the military the promoter or just the venue? Because that's a whole other ball of wax to begin with. If the venue doesn't want to make themselves available, they aren't under any compulsion to do so.
Or we could just go on believing that there's a vast worldwide libbo conspiracy to suppress and discredit American Conservatism.
