Mike Johnson: "The WIC program, the nutrition program -- women, infants, and children -- that program won't be funded. FEMA won't be funded."

Money appropriated by Congress for defined purposes isn't supposed to be, unless the Appropriations Act says it can be.
What does that have to do with the fact that money is fungible?

If money from one source is reduced by $900 billion but increased from a different source by $50 billion that is a net loss of money.

No matter what you argue… the money going towards sustaining rural health care systems is going down
 
My source is Mike Johnson after a negotiating session with Democrats. $50 billion was in the "BBB" passed earlier and Johnson said that Democrats want to take it back. I believe him. Here's a video of him saying it.

And that's exactly why Schumer is willing to let the government shut down, and neither Schumer or Jeffries is so altruistic that they'll put the country above their own interests.
Oh, well, I sure don’t see Johnson or Thune or Republicans bothered or worried about it, and they are the majority. You keep going on and on about the Democrats like a broken record, yet you won’t hold those Republican’s feet to the fire. Why is that?

Fungibility involves moving money from one use to another, or substituting one source of money for another. Government Appropriations Bills should be written to prevent that. If N dollars are appropriated for a specific purpose it is usually illegal to use it for another.

No. It means that a dollar is a dollar no matter it’s source.

Remove a lot of dollars from one source and replace it with a trickle of dollars from a different source then the net effect is that dollar amount goes down.

Because the CR is only valid until sometime in November. There's plenty of time for negotiation without shutting down a part of the government, while everything ticks along at the same rate as yesterday.

It’s squarely on the shoulders of Republicans. What makes you think that the Republican leadership is going to negotiate anything?
"Negotiate" doesn't mean "capitulate." There is no reason to extend ACA provisions that were made to deal with Covid. There is no reason to allow free medical care to illegal aliens. There is no reason to provide free Medicaid to people who could work or at least prepare themselves to work. And there is no reason to negotiate to protect Schumer's job.

Republicans are "damaging access" to people that Medicaid is not intended for. They are "damaging access" to people who are able to do things for themselves but aren't, such as working at least half-time or getting themselves ready to work. Republicans are "damaging access" to illegal aliens.

People for whom the program was not intended may have to be kept off of it in order to for the country to be able to afford it for those it was intended for.

Illegal aliens or immigrants do not get free medical care. Where are you getting that erroneous information?

The pandemic was declared over a few years ago. Emergency spending is no longer necessary. If there's still some specific medical need it should be paid for. But Dems just want to extend ACA benefits that they has scheduled to run out this year.

In addition to disability, other non-working people that are now eligible are, students, people in work training and some other non-working categories I forget right now. And they only have to be doing it for 20 hours a week.

Income and disability statuses are completely different than the government making some arbitrary determination as to who can or should work. How about you? Retirement isn’t any excuse to not be working instead of collecting Social Security and Medicare benefits. Leave it up to the Republicans, and you may find yourself not so retired after all.

Tax revenue to the government went UP after the 2017 tax rate cuts. The deficits are a spending problem, not a revenue problem.

If the only criteria is that someone "could use it," maybe we should just make it free, right? But the ACA subsidies were intended to help people out of work by the pandemic, something the Dems in Congress voted to end this year. Were they wrong?

It isn't. Dems have a proposal that would let the states pay for illegal aliens and thne get the money back from the Federal government. They don't boast about it, but that's their plan.

What has happened is that additional reasons to be out of work have been added. Besides having a disability that keeps someone from working,, being in a work training program for 20 hours a week satisfies the "work" requirement. So does being in school, doing community service or a combination of them that adds up to 80 hours per month.

Leave it up to the Republicans, and you may find yourself not so retired after all.

Premiums would go up as the result of ending the special subsidies that were enacted to help people who lost their jobs due to the Covid pandemic. Those folks have gone back to work, and Democrats voted to end the extra subsidy at the end of this year. Republicans merely agreed with them. Now the Dems have changed their minds.

None of this has anything to do with the pandemic, nor have the Dems “changed their minds” about wanting to keep premium costs down (just as the GOP has never changed its mind about wanting to drive people’s premium costs up).

Bailouts for Argentina and the billionaires while American families lose their health care is not tenable.
