The issue appears to be local rules / interpretation of state laws. The law says that they can't USE a video camera or recording device in the polling place. (If you have more specific information, I'd love to see it) If a local jurisdiction is extending that to 'can't HAVE a phone' - that's a big stretch, and certainly it's ridiculous to extend that to pens.Your request is without merit. The article refers to the conflict between GOP trainers and the poll watchers over violating rules for election processes. If there were no rules pertaining to this, there would be no conflict and thus no story. End of story.

States do not have to go back to their legislatures to change speed limits, therefore it is a regulation of a law.
