There is no question why McConnell is not having the Senate vote on the bills passed by the House and recently similar bills actually passed by the Senate. Many people have said it would easily pass the Senate, even with opposition from the GOP leadership and Trump. The problem is that it would give Trump three options, none would be good for his chances in 2020. The first two would to sign the bill or allow it to lay on his desk for ten days when it would automatically become law. He would with either of these options lose his base and have no chance at winning in 2020 and might even be primaried. If he veto's the bill he will lose many of the independents and con Dems that voted for him in 2016 and once again lose the election in 2020. So to insure that Trump does not have to choose any of these options, McConnell will not allow a vote on the House bills, EVER.
