I don't think ANYONE should get government handouts...unless they truly need it.Sure if they deny all the government tax handouts, all government protections and use only their own money = not a dime from lending institutions and never never never expect any money from a bailout. Most wealthy do not put up their own money yet love government assistance which is large.
