For what purposes did the police shoot this way?

Wow. Police fired at least 90 shots at ONE unarmed fleeing/resisting suspect that allegedly shot at police. That's a massive shooting. That's a firing squad.

90 shots by 8 police officers is 11.25 shots per police officer.

90 shots in 10 seconds is 9 shots per second.

The 10 seconds is an estimate based on listening to this video (skip to ~0:40), which sounds like a bunch of firecrackers:

Adrenaline. Reports of being shot at, being lead on a chance, having suspect try and run all escalated a tense situation.

An only slightly worse average than the police assassination of Amadou Diallo 23 years ago. 41 shots by 4 police "detectives", 19 of which actually hit the innocent victim.

Once the first few shots are fired, it becomes like a Warner Brothers cartoon. Every cop views it as an opportunity to finally, righteously, empty their weapon.
