Tell me you do not believe the bullcrap that governments can manipulate the weather.
 
You can theoretically create conditions for rain by seeding clouds, but it's not workable as solution to fight fire. Otherwise it would have been done to stem the drought in the first place. If you are capable of using Google, should also be able to Google the mechanics of the process, which are far more nuanced than throwing government effort into the sky.

And even if that was a thing, there were no clouds over LA to seed.
 
Cloud seeding only works when there are clouds to seed.
