Biden seems reluctant to "pack the court". I don't think he feels he's sufficiently politically powerful enough to try that yet....

If he (or another Democrat) wins in 2024, this might change.
I don't see the Democrats playing win at all costs or, at this point, even fully recognizing that the Republicans are.
 
Good. Unelected lawyers shouldn’t be allowed to redraw Congressional maps to help their side.

Federal and some state judges are unelected lawyers. None of the "experts" appointed by the courts are elected but are probably lawyers. Judges or experts all imprint district lines with their partisan biases.

Drawing district lines is inherently political, having the authority to do it is one of the consequences of winning elections.

So-called gerrymandering creates more competitive districts. Say there is a district your party won by 15%. Adjacent to it is a district the party lost by 5%. The goal would be to draw the district lines to bring both districts to the party. This reduces the unattainable 15% vote shift to a more competitive, perhaps 7.5% or less depending on the precision of the line draw. But hey, Republicans can't win by votes trust us you didn't elect the right people.
 
The funny thing is, "primaries" were popularly established to take nominations of of the parties' hands. The idea was that it would make the process "public" and take it out of the back rooms where dirty deals were made. Instead, it gave the parties public money and an opportunity to squeeze out opposition.

They took control of the process, just like they've taken control of redistricting, and the whole "winner take all" strategy for electoral votes. Parties will distort any good idea to their advantage. When the National Popular Vote becomes law, they'll find a way to fix that too, probably through their cronies on the Supreme Court.
Its not really how that will turn out. Canada already does this so too do certain states.

If you can't see Democrats, particularly Biden, playing win at all costs, you aren't paying attention. Biden began his Presidency with some 46 executive orders, more than the entire Obama administration. Zero consultation with Congress despite Democrats controlling both houses. Open borders despite immigration law. Viciously attacking voting integrity laws as racist. Highly questionable student loan "forgiveness" based on bogus invocation of emergency powers. Blatantly illegal eviction moratorium. Just 2 days ago Kim Jung Biden delivered a stem winder speech condemning his political opponents as "totalitarians" unworthy of a voice in deciding issues. And of course the KGB style Mar A Largo raid.

Divide and destroy is Biden’s strategy, always has been.

Gerrymandering is a form of disenfranchisement through malapportioning. Take districting out of the hands of parties.
And put it where? In state government? That is where it is.

Not now, no

But if the 2024 election gives the Democrats the presidency, the Senate and the House, yet the Supreme Court still refuses to budge....it would be a case of something would have to give.
