Dr Joseph Downing, a Fellow in Nationalism at the London School of Economics, was speaking as tensions over Brexit between London and Brussels continued to mount amid plans to introduce the Internal Market Bill, which can effectively override the Northern Ireland Protocol in the Withdrawal Agreement.
