Westchester County has 108 confirmed cases out of the entire state of New York's 173 cases. How would you recommend the state contain the outbreak?

The incubation period is long enough, by the time we knew it was concentrated anywhere, it was no longer concentrated anywhere.
The American Death Rate is currently under 1%. In Italy, it is over 39%.
You should be scared.
Especially if you are over 55 years old, have organ transplants, lung ailments, are overweight, and/or have Diabetes.
And then there are a whole bunch of Antifa and other Leftie Radical out on the deep-web, bragging about deliberately spreading it to "Deplorables". Most are simply spewing lies and propaganda, but a few have described their method in a way which makes their claims believable.
It won't take many people deliberately spreading the Commie Virus, to cause the un-naturally rapid simultaneity peak of critical cases to completely overwhelm the medical system, and deplete the stocks of available med-doses.
Under such conditions, we can expect the American Death Rate for the Commie Virus to reach or exceed the Italian 39%.
Under natural circumstances, the peak death rate is expected to be about 3%, mostly focused on the elderly.
Roughly 80 Million died worldwide in WWII. At a 3% Death Rate, the world loss will be around 230 Million. At a 40% Death Rate, the American Loss would be around 132 Million. (Do you count Illegals?)
