If a man aims and discharges his weapon he has shot it.
So, if someone aims and discharges his OC spray, he has "shot" someone.

Since we all feel we benefit from and approve of reporters being there, we have an expectation that their safety is desirable. This can be facilitated if the cops, the Guard, the Marines, etc simply ignore them, act as if they aren't there.
Nobody banned reporting. Why this epically obtuse approach to debate from the left (rhetorical question as we all know why)? When someone tells a kid not to play in the middle of a busy highway, is he being anti-fun and anti-exercise?

Go look at Post #2 in this thread. You can see the car in the video linked. You don't even have to watch the video. The still frame preview shows you oncoming traffic.

I'll put it this way - they don't need protections. They need to be ignored.
I don't think that will hold up in court as a defense to why a reporter got run over in the street.

It's actually fairly common for reporters to stand in the street when covering a story. Generally, it happens without incident.
