Roughly 44 percent were made in two small, predominantly African-American districts that contain 11 percent of the city's population, and seven black men were stopped more than 30 times each. Black pedestrians were 37 percent more likely to be searched by Baltimore police citywide and 23 percent more likely to be searched during vehicle stops. But officers found contraband twice as often when searching white residents during vehicle stops and 50 percent more often during pedestrian stops, the report notes. . . . The report also found that Baltimore police routinely misclassified citizen complaints about racial slurs used by officers.In six years of data on citizen complaints, only one complaint was classified as a racial slur. "This is implausible," the federal investigators found, and so they went back to the complaints and searched for keywords, including racial slurs against blacks. They found 60 additional complaints that alleged Baltimore officers "used just one racial slur — 'n----r' — but all of these complaints were misclassified as a lesser offense," the report found.

And it isn't just Baltimore. See that line up there about how blacks were targeted more for stop and frisk (or search, which is what they actually do despite claiming it was just a frisk) despite the fat that it was white people who had the highest percentage of illegal guns, drugs, and other contraband? NYT had the same problem.
In addition to cover-ups about officers using racist slurs, there other "interesting" findings, such as sexual assaults by police officers on women, frequent use of excessive force, bad training, and so forth.

No doubt some will attempt it anyway.
Baltimore, since 1947 has had a single Republican mayor and 10 Democratic mayors; For 64 of those 68 years, the city has been run by Democrats.
When your government runs amok it may be a good idea to change the party in power.

This isn't really a partisan problem. Giuliani instituted zero tolerance and stop and frisk in New York, and he was a Republican. But, really, the idea that a Republican administration would be less authoritarian is wishful thinking. Republicans generally promote "law-and-order" policies. Of course, you can just follow this thread and others to see who's supporting these types of policies and who's against them.
This should be of no surprise to anyone. Criminal justice and police reform is something that is desperately needed in this country.

Non-Hispanic Whites were 28% of the population.[140]"

So, 63.7% of the population is black. I wonder what percentage of violent crime is commited by blacks and what percentage of the victims of violent crime are black. I'm sure the report answers both of those questions.

When will people start to realize that if you just stop arresting criminals then crime rates will plummet. It's just so easy to create a crime free environment but nobody wants to do it because they all hate black people!
O'Malley (a demorat) tried that (bolded above), with some success (20% drop in murders), but did not stop the decline of the tax/jobs base or improve the dismal (and expensive) public school mess. The simple fact is that high crime areas are generally also high minority areas thus these poiicies are going to be called "excessive" (racist?) statistically. You simply cannot reduce black on black crime by arresting a proportional number of non-black (white?) folks.

If the community itself, which even in high-crime areas comprises mostly good people, objects to the method and level of policing, then it's abusive. It's not right justify targeting poor populations to bolster politicians "tough-on-crime" posturing, which plays great in the suburbs but leads to criminalizing and demoralizing otherwise peaceful citizens in poor neighborhoods.
How many times would you have to be stopped and frisked and searched and fined for petty violations before you said "enough?"
