See that line up there about how blacks were targeted more for stop and frisk (or search, which is what they actually do despite claiming it was just a frisk) despite the fat that it was white people who had the highest percentage of illegal guns, drugs, and other contraband? NYT had the same problem.

In addition to cover-ups about officers using racist slurs, there other "interesting" findings, such as sexual assaults by police officers on women, frequent use of excessive force, bad training, and so forth.

Baltimore, since 1947 has had a single Republican mayor and 10 Democratic mayors; For 64 of those 68 years, the city has been run by Democrats.

So, 63.7% of the population is black. I wonder what percentage of violent crime is commited by blacks and what percentage of the victims of violent crime are black. I'm sure the report answers both of those questions.

This isn't really a partisan problem. Giuliani instituted zero tolerance and stop and frisk in New York, and he was a Republican. But, really, the idea that a Republican administration would be less authoritarian is wishful thinking. Republicans generally promote "law-and-order" policies. Of course, you can just follow this thread and others to see who's supporting these types of policies and who's against them.
 
This should be of no surprise to anyone. Criminal justice and police reform is something that is desperately needed in this country.

O'Malley (a demorat) tried that (bolded above), with some success (20% drop in murders), but did not stop the decline of the tax/jobs base or improve the dismal (and expensive) public school mess. The simple fact is that high crime areas are generally also high minority areas thus these poiicies are going to be called "excessive" (racist?) statistically. You simply cannot reduce black on black crime by arresting a proportional number of non-black (white?) folks.

When will people start to realize that if you just stop arresting criminals then crime rates will plummet. It's just so easy to create a crime free environment but nobody wants to do it because they all hate black people!

BTW, they tried that here in the nineties in our one and only ghetto, the Down Town East Side. They were simply over run with serious matters, misdemeanors, drug traffic, shop lifting, etc., so they virtually pulled out, no patrols and respond only to major crimes - where there's blood involved.

That chief was gone in two years, as well as the next one who tried a "surge" technique and managed top move all that **** to a different area.

It's not all better now, but the "disorder" has been fairly neutralized. The next chief, Jim Chew, a man I know and deeply respect split the difference, announced his force would NOT bust marijuana uses, and made a distinction between an addict having to sell to pay for his product and a pusher.

We also opened In-Sight, a safe injection facility and expanded social related services.

If the community itself, which even in high-crime areas comprises mostly good people, objects to the method and level of policing, then it's abusive. It's not right justify targeting poor populations to bolster politicians "tough-on-crime" posturing, which plays great in the suburbs but leads to criminalizing and demoralizing otherwise peaceful citizens in poor neighborhoods.

How many times would you have to be stopped and frisked and searched and fined for petty violations before you said "enough?"

NY's stop-and-frisk practice was found unconstitutional by a federal district court. Incoming mayor DiBlasio vowed to kill any appeals and end the practice. Of course that didn't because in reality the NYPD answers to no one but itself.

The big problem in many of these "hoods" is street gang related and the gangs demand and enforce a no snitch policy. Shootings, and other crimes, occur in front of many yet nobody saw anything making "regular" police work all but impossible. Without "aggressive" police measures it becomes a bag & tag victim removal service with some time wasting paperwork tossed in.

And you're assuming a report from the DOJ establishes facts. How bizarre? I suppose you assume the prosecutor in Baltimore had evidence, too.

It sounds very similar to what the reported they found in Ferguson.
