A federal judge has ordered the Trump administration to restore all jobs and funding for the Voice of America and other US-backed news outlets, ruling that efforts to dismantle it violated the law and Constitution.

Judge Royce Lamberth said the administration acted "without regard to the harm inflicted on employees, contractors, journalists, and media consumers around the world".

He ordered the administration to take steps to restore employees and contractors to the jobs they had prior to the executive order, and to do the same for Radio Free Asia and the Middle East Broadcasting Networks.

The judge found the administration also likely violated the International Broadcasting Act and Congress' power to appropriate funding.

The powerful thing about firing a bunch of people and shutting down systems is that even if a judge later demands restoration, the damage will already be done and the thing you were hoping to kill is probably already dead. As far as I can tell, all VOA streams are shut down, most likely a bunch of the infrastructure has been boxed up and shipped off, the HR personnel who normally would contact VOA employees to give them the news are not locatable, etc. Plenty of ways to say to the judge "too late, so sorry".

Great a judge said "restore operations". How? Many of the 1,000 put on leave will turn out not to be contactable because personnel contact information will have been purged. Infrastructure (IT equipment, cloud storage, AV gear etc.) will have been packed into boxes and shipped off to who knows where. Buildings said VOA personnel worked in will have been put up for sale or have leases terminated. If you act quickly enough to shut things down in a way that the sudden loss of infrastructure and institutional knowledge is so damaging that it is not recoverable, then you've effectively taken the courts out of the equation altogether.

Consider that no matter what a judge says or does, it's quite possible that VOA will never be "on the air" again.
