Here in Texas one accounting circus trick used to ‘balance the budget’ was to hold off fund transfer to school districts until the date crossed over into the next fiscal year. They paid the prior year’s ISD budget with the new year’s money, then did an accounting “adjustment” to move the charge on the state budget back to the prior year. So the prior year budget had a deficit but since that was in the past, no problem!do you mean they balance by going into debt and borrowing money to balance?

Brown has been a helluva governor (unlike that boob Schwarzenegger who left the biggest state deficit in US history). The man is a consummate politician who fixed a huge problem. That's why conservatives hate him. Nice thing is, conservatives are almost extinct in California!

Given that California has the largest GDP of any state, by far (making it the 10th or 11th largest economy on the planet), as economic growth renews, tax revenues will skyrocket, as has always happen.
The rightwing noise machine will have to go back to complaining about Roseanne and Hollywood.
Meanwhile, the Republican party is all but extinct in California, which means they can't stand in the way of its recovery (unlike Tea Party Occupied Congress)
While the huge problem that is the state budget deficit is far from "solved", at least, not yet and not without some really creative bookkeeping, Brown did do one thing that I didn't think was possible: He convinced the voters to raise taxes to try to balance the budget. I find that to be quite an accomplishment, and he did it without any help from me whatsoever.
As for his political position, it really isn't much different from that of his predecessor. Both of them say that California has a spending problem, which, of course, is correct. I think maybe both of them are trying/tried to address that problem, which again would be a major miracle given the makeup of the state assembly.
California is a big state with a diverse economy. It will be OK eventually, despite the people we keep sending to Sacramento.
California would benefit greatly if they followed North Dakota's example of having a state bank. North Dakota has had a state bank since 1919. It's stabilized their economy because it doesn't jack with their money on wallstreet unlike the big corporate banks.
Just imagine having a California State Bank where the interests accumulated, (in that economy that is the 10th largest in the world), goes into the state's general fund. Then take the money made on interests and use it to offset some of the income tax in the state... and spending would go up and sales tax revenue would increase. That would be awesome.
