These numbers include people that chose a plan, but have not PAID. How can person be counted as enrolled, if they haven't paid?
I would like to know the number of people that actually paid for their insurance, because if people haven't paid they don't have insurance and are therefore not enrolled in anything.

The people whose Insurance drops them will have no choice (of Insurance, they may still choose to
pay the fine instead of buying insurance.)
The Government views the choice as a win - win, ether way some money is coming in.A young healthy person will face the choice of paying hundreds of dollars in insurance premiums that they may feel they don't need, or pay the $95.00 fine to the IRS. Which would you do; hundreds of dollars for a product you may not need or the $95.00 fine (oh, I mean tax)?

I don't see how. If I click buy on eBay, but don't actually pay, I don't own what I supposedly bought.
The same goes for anything else in the world. If I go to the clothing store, pick a pair of pants off of the shelf but don't pay for them, I can't leave with them because they're not mine.
The purpose of the law was to make people have insurance. If they don't pay, they do not have insurance, and shouldn't be counted.

when you have an item in a cart it just means you have selected an item and haven't arranged payment and hit the finale accept to purchase said item. I have items in carts all over the internet doesn't mean I plan to buy any of them I do it incase I do decide and it is there for me to arrange payment and hit accept to have the item shipped
