Is DP blocking Russian users?

We have a Russian user here who claims that Debate Politics is blocking accounts that utilize Russian ISP's and the only way he can access Debate Politics is via a VPN.

I don't believe this yarn at all and it seems to me that this Russian user would prefer that his "flag" be anything other than the Russian flag. The VPN is used for masking his country of origin.

For the record, can an Admin or Moderator put this particular claim to bed? I'm tired of hearing this accusation against DP being repeated over and over and over.
