I’m not a conspiracy theorist, but this seems a little odd. Sean Davis at The Federalist reported that the intelligence community removed an important requirement when it comes to whistleblower information. The whistleblower claimed Trump may have broken campaign finance laws because he threatened Zelensky he would withhold aid to Ukraine if he did not force the Ukrainian prosecutor general to investigate Vice President Joe Biden. The phone call transcript showed no threats and just a suggestion, which Zelensky happily took into consideration. You can read the background information on Biden and Ukraine from my earlier article.(Report: Former Ukrainian Prosecutor Viktor Shokin Swore Biden's Pressure Led to His Firing) Biden bragged in 2018 that as VP he got then-President Petro Poroshenko to fire then-prosecutor general Viktor Shokin by threatening to withhold $1 billion in aid.
It made sense why whistleblower information had to come first-hand. Allowing hearsay as the basis for a complaint would allow people to ruin someone’s career or lead to a boss firing an employee.

Comment:
The phone call that they are complaining about happened the day after the Mueller testimony exploded into rthe faces of an expectant Democrat audience that turned them in radioactive clowns.
I’m beginning to suspect that the folks trying to get Trump grabbed at the first thing they saw and started trying to spin it into a new Russia Collusion Narrative. This also explains part of how Schiff was saying things that sound lifted from the complaint before the complaint was even submitted.
I suspect they thought Trump was going to try and keep the conversation secret while they leaked parts of the complaint and built up their media echo chamber.

Between May 2018 and August 2019, the intelligence community secretly eliminated a requirement that whistleblowers provide direct, first-hand knowledge of alleged wrongdoings.

What happened is true. Who did it is not true. It wasn't the "intelligence community". It was the "intelligence community Inspector General". That would be the same guy who declared the complaint to be credible and urgent, which it wasn't...as ruled by the DOJ OLC.

But there is another wrinkle...

The DNI would have had to sign off on the change. We don't know exactly when the change was made, but it could only have been one of two people: Coates or Gordon. Coates and Gordon were forced to resign, so the only way we'll find out who it was will be if the DOJ or, maybe, a special prosecutor call them before a grand jury. Or, if Trump tells Maguire to release the information.
 
What i find the most troubling about this is that not only does it allow hearsay to be credible but its also opening the door to hearsay from an anonymous source. That type of a standard is ripe for abuse.

Its one thing to be out to get Trump but people should really be concerned about them willing to go as far as they are to do it.

I'm really hoping the voters sitting on the fence are gonna resoundingly reject this behavior.

Also where the hell is the DOJ and the Republican party. They make a bunch of noise when this stuff happens but nobody is ever charged, ever.

They been stringing everyone along with this waiting for the IG report which is complete BS. They could be forcing people to testify in the senate and they are not.

Who leaked blassey fords letter? Who in the obama administration knew what about the investigstion going on in the Trump campaign? Republicans are not investigating any of it and the few things they have the DOJ has declined to prosecute.

It looks to me as if it's Trump and maybe a few allies vs washington dc and their operatives in the media.

At this point im really hoping Trump gets another term and takes the gloves off and starts playing hardball with both parties. I hope he vetos absolutely everything they ask for until they learn how to capitulate and offer him some of the things he's been asking for. Make them give things up first rather than the other way around since they have all shown that none of them can be trusted.

That was the groundwork laid by the intelligence community to make whistleblowing a group project rather than an individual witnessing an event he was concerned about.

Today, you and I are eligible to be whistleblowers.
