Its a big misconception on your part, yes ladders and ropes work but they 1. are an expense 2. people don't want to carry 3. harder to use 4. make lots of noise 5. take time to deploy and use. All make an impact to the amount of people who willing to go to such lengths and with the biggest impact is it increases the rate at which are agents can catch people, which further depresses the amount of people who are willing to try.
Of course technology should be used but most of the tech that's been theorized relys on firm solid bases ...
