If "conception" occurs in the USA, is that "person" is a USA citizen?[W191]

If life begins at conception is that when USA citizenship begins?

It's not useless. It needn't be useless.

All those have been addressed in the topic I created. I'll stop pursuing that on this thread.

That's what the thread is discussing. is a conceptus a person and therefore a citizen. The citizenship clause makes it perfectly clear, to be a citizen one must be a person born.
