The outgoing radiation vs the incoming radiation only indicates if the earth system is losing or gaining heat. That is all. That heat manifests itself in three ways. State changes like ice melting, temperature changes, and chemical changes like photosynthesis removing heat from its environment to create more complex molecules.

The story has nothing to do with reality. Solar and wind don’t supply affordable energy. China burned more coal than the rest of the world and Asia has built near 1,000 coal fire power plants. No matter what the West does, the amount of CO2 keeps growing. The UN says that climate is in meltdown, is not true, the amount of ice had increased.
