Some are yes though I believe a green card and permanent status is required to be eligible for citizenship and then you have to be here for five or more years if I remember right. I do not believe anybody here on a visa is considered to have permanent status. Those whose visa is nearing expiration must apply for an extension or a green card to legally stay. Except for a few very narrow exceptions, I don't believe anybody here on an expired visa can apply for a green card. They must leave the country and re-enter legally to get one.
Remember that people who have been arrested as terrorists or terrorist activities who are in the country on visas--some obtained legally and some not so legally.

I understand that your husband is a concern, but honestly the moratorium is for 90-days and only involves people traveling from seven countries identified by the Obama Administration as terrorist hotbeds. Just three months. And if he is a green card holder, he has absolutely nothing to fear now or later.
If he is traveling to one of those seven countries, I would be terrified of what he might face THERE. . .and not whether he will be able to come home.
Green card holders were detained and denied reentry to the US. That's not right.
